May 19, 2009, the idea of establishing "Kota Buku Kuala Lumpur" (KBKL) was re-revealed through the speech of YB Tan Sri Muhyiddin Mohd Yassin, Deputy Prime Minister and Education Minister at a meeting of leaders with National Laureate organized by ITBM in Putrajaya. Then, a memo by KSU to YB Minister of Education dated 26 October 2010 has agreed that a government-linked company (GLC) be established
Malaysian Cabinet on the same time decided to fulfill one of PKB's mandate, a book city complex will be established in Lot 1780 and lot 691 Kuala Lumpur which now Sekolah Kebangsaan (L) Jalan Batu, Sekolah Pendidikan Khas (visually impaired) Jalan Batu and Sekolah Kebangsaan (P ) Jalan Batu. Recently, Lot 1780 and Lot 691 were gazetted as River of Life projects under the Kuala Lumpur City Hall (DBKL)
